Abstract: 

The concept of public art has only emerged in the public discourse in Singapore in recent years. The objective of this research is to provide an overview of public art, in relation to the visual arts development in Singapore, and to explore the implications for practice in the form of community-based art in a secondary school context. The first chapter outlines the definitions of public art and its brief history in Singapore. The importance of public-engaged art in Singapore is examined with observations made on the different perceptions of the role of art that is advocated by the government and perceived by the general public in the country. Chapter 2 presents the discussion and analysis on two case studies of public art projects, which I was involved in conceptualising. Having identified how public-engaged community based art can benefit the society through examining selected artworks and personal experience, the final chapter proposes the mplementation of a community-based art programme in secondary school to reinforce the value of art education in Singapore.
